Research Data Analyst 2, Pennsylvania Commission on Sentencing

The Pennsylvania Commission on Sentencing (PCS) seeks applicants for a Research Data Analyst. This position assists with the primary data quality, data planning, and data management tasks in support of the goals of the Commission. The Commission is a legislative agency located within the Department of Sociology and Criminology at the Pennsylvania State University (University Park Campus). The Commission has two offices, one in State College and the other in Harrisburg, though during COVID-19 most employees are working remotely. The Commission collects sentencing data from courts in Pennsylvania's 67 counties via an on-line application named SGS Web.

Data quality and management tasks include: processing, verifying, organizing, and maintaining the Commission's database; documenting practices and procedures for cleaning and transforming of the sentencing data for use by internal and external users; creating new fields and procedures to assist users in common analysis processes and ensure consistency across users.

Data planning includes: assisting in planning for adding new fields to the existing application, planning to expand the types of data collected (to include parole and recommitment), and eventual assistance in developing requirements for building the next generation of the application. Analyst will also assist in developing and maintaining data portal.

Research tasks involve performing work on Commission mandates and sentencing related research projects. Analysts often work with criminal justice partners and academic researchers to assist in applied research and in displaying and sharing data and analyses with policy makers and practitioners.

The ideal candidate must be detail-oriented; have strong data analysis skills; be able to identify and solve problems independently and handle sensitive data professionally. Also needed are excellent written and interpersonal communication skills and the ability to work both independently and collaboratively within a team.

Candidate will demonstrate competencies in the following areas:
  • Basic statistical skills, experience managing large datasets, and knowledge of SAS. Experience with SPSS, Stata, business intelligence software (e.g. SAS BI, Microsoft Power BI), SQL, and the Microsoft Office suite (e.g. MS Excel, MS Access) are encouraged.
  • Knowledge of the Commonwealth's criminal justice system is a plus.

    Typically requires a Bachelor's degree or higher plus two years of related experience, or an equivalent combination of education and experience. Candidates must be authorized to work in the United States without sponsorship.
