Dept Marketing Statement
The Office of Research supports, oversees, and champions research at the University of California Santa Cruz by providing an effective environment for faculty research in departments, research centers and other programs. The division is responsible for facilitating processes and procedures for acquiring and administering research funding; overseeing compliance of campus research with federal, state, and university regulations; insuring the dissemination of faculty efforts both to the public, through publications, education, and research, and to private industry through technology transfer; and in partnership with the Division of Graduate Studies optimizing the quality of graduate education and research training. The Office of Research collectively promotes the execution of highly technical research activities spanning the entire range of disciplines of the UCSC faculty. 

The following units are part of the Office of Research: Office of Sponsored Projects, Office of Research Compliance Administrations, Industry Alliances & Technology Commercialization, Research Development, and Office of Business Administration.

This position may be considered for partial or full remote work, subject to the terms of a telecommuting agreement, with the potential need to come to campus for meetings on occasion. While telecommuting/remote working, the employee is responsible for ensuring a worksite environment suitable for accomplishing their regular job duties during scheduled hours of work and, if applicable, arranging for dependent care just as they would if they were working in person at a UCSC worksite.

Job Overview

Under the supervision of the Assistant Vice Chancellor (AVC) for Research, this position directly supervises a team of up to eight Research Administrators responsible for working directly with faculty and researchers in coordinating, preparing and reviewing research proposals according to established policies and management guidance. Reviews and interprets complex terms and conditions and works with the Office of Sponsored Projects (OSP) to assess risk and acceptability/compliance within University policies. Analyze problems, formulate options, and coordinate resolution of proposal-related issues. Provides guidance and counsel on a wide variety of highly complex research administration matters to faculty and staff. Coordinates proposal submission processes with Office of Sponsored Projects, Research Development, University Relations and other external units. Is responsible for proposal submissions for a wide variety of sources which include Federal, For-Profit, Non-Profit or other funding sources. Documents the proper commitment of University resources and collects compliance documents for review (Human Subjects, Animal Subjects, Financial Conflict of Interest, etc.) Stays up to date on current UC and Federal policies in sponsored research administration. Recommends changes to department policies and practices as needed in order to assure compliance with UC Policy and Uniform Guidance. Independently exercises sound judgment within defined procedures and policies to determine appropriate action. Identifies risks and responds accordingly. Provides workflow analysis and revises direct reports work assignments as needed to ensure an even distribution of work.

Salary Information: Salary Range: $80,000 - $100,000/annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES
45% -
  • Manages a team responsible for the preparation of UCSC contract and grant proposals to federal, state, local, and private funding agencies. Maintains knowledge on policies and procedures related to proposal preparation. 
  • Provides specialized training and professional development, either formally or on-the-job, for staff to ensure subject matter knowledge in appropriate areas.
  • Recommends hiring of new employees, salary actions, terminations, and performance ratings.

30% -
  • Actively involved with proposal preparation to meet deadlines and resolve problems: Initiates proposal submission records (Cayuse), assists in budgeting, budget justifications, and other proposal preparation functions. Supports faculty and researchers with proposal development and supporting documentation (Tables, figures, basic content, Biosketches, Current and Pending, etc.).
  • Provides advice and counsel regarding sponsored projects as it relates to proposal preparation to faculty and researchers.

15% -
  • Reviews, analyzes, and interprets sponsor and University documents, policies, procedures, and correspondence. Drafts budgets and proposal packages in accordance with University policies.

5% - 
  • Coordinates proposal submission processes with Office of Sponsored Projects, Research Development, University Relations and other external units.

5% -
  • Other duties as assigned.

QUALIFICATIONS
  • Bachelor's degree in related area and / or equivalent experience / training.
  • Working knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements.
  • Thorough knowledge of and ability to interpret and apply federal, sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration.
  • Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principals.
  • Ability to manage high volume and complex transactions.
  • Ability to independently prioritize work and thrive in a busy, high-volume, and deadline driven work environment that requires coordination of multiple activities and the judgment and flexibility to reprioritize.
  • Proven knowledge and ability to perform review of complex funding solicitations including Requests for Proposals (RFPs) and to analyze, interpret and clearly communicate requirements to faculty, researchers and staff.
  • Proficiency with Microsoft Office suite, including ability to create and modify documents in accordance with stated requirements (editing, formatting).
  • Proficiency with computers, databases, software programs and operating systems.
  • Excellent/effective oral and written communication skills, including persuasive correspondence to convey information in a clear, organized, and concise manner.
  • Strong organizational skills.
  • Attention to detail with a high degree of accuracy.
  • Strong interpersonal skills, service orientation and ability to successfully work and collaborate with diverse personality types.
  • Ability to recognize inefficiencies and troubleshoot processes, ability to develop original ideas to solve problems and use judgement on when to escalate issues for resolution.
  • Experience to teach, train, mentor junior staff to continually develop more advanced skills within their current position.
  • Experience supervising professional level staff.

  • Administration experience in the UC system.
