Job Description:

Madison College is seeking driven and engaged candidates for a Grant Office Accountant. This position is responsible for developing and revising budgets for state, federal and foundation grants, determining the budget strategy for 60 -80 new grants each year and facilitating revisions for existing grants. The position provides leadership in the review and development of current policies and procedures relating to the management of grants and is responsible for developing budget scenarios and analysis to facilitate decisions about whether to pursue particular grants as well as to ensure efficient spend-down of awarded grants. This requires knowledge of complex budgeting & accounting principles, federal and state grant budgeting regulations and knowledge of college systems and procedures so the budget will be compatible with institutional policy. This position also develops budget scenarios for complex projects including cohort-based modeling. This position provides technical assistance to Principal Investigators and Budget Managers to assure compliance with funder regulations and determine allowable use of funds. The position serves as a District resource for grant financial management and is a content expert advising about grant compliance as it relates to OMB circulars and interpreting allowability related to grant guidelines. Essential Duties:
  • Develop and revise budgets for federal, state and foundation grants, including developing the budget for cost-sharing or matching requirements, if applicable. Develop budget framework in accordance with grant guidelines and Madison College financial policies and practices. Prepare budget narrative in accordance with grant guidelines. Create budget detail included projected expenses at the cost center level. Develop match budget and escalation for multi-year grants utilizing accepted budget assumptions. Coordinate with the Budget Office, Human Resources Department and Finance Department to validate the assumptions used in the budget development process.
  • Provide ad hoc budget scenarios as requested related to current grants or prospective grant opportunities to facilitate an evaluation about return on investment and the cost to sustain the project after the conclusion of the grant. Develop budget scenarios and multi-year modeling for projects including complex cohort-based projects not following the academic calendar or college fiscal year.
  • Review Notices of grant awards (NGA) and identify limitations or caps on reimbursements for certain types of costs and communicate them to the Principal Investigator (PI), Budget Manager and Grant Accounting. Review terms and conditions of the NGA and communicate these to the appropriate parties. Negotiate with the awarding agency on any budget issues raised during the review process.
  • Work with PI and Budget Manager to facilitate budget revisions to match award amount and project deliverables.
  • Assist PIs, Budget Managers, and other internal stakeholders with monitoring internal controls to ensure that federal funds are properly expended and documented
  • Participate in the design, implementation, and training for the District's new financial accounting system for grant budget development, grant management and reporting (including time and effort).
  • Assist PIs and Budget Managers with identifying and troubleshooting internal process that may be contributing to inaccuracies in budget to actuals information hosted by the finance system. Work in collaboration with the Finance Office, Human Resources, Payroll and Budget Office to identify system improvements to reduce errors.
  • Complete risk assessments during grant development on new subrecipient organizations to identify any potential risks.
  • Work with PI and budget manager to facilitate subaward budget revisions to match award and project deliverables.


Knowledge, Skills, and Abilities
  • Skill in communicating effectively, both orally and in writing.
  • Demonstrated skill in communications and human relations with populations of diverse socioeconomic and cultural backgrounds and persons with disabilities.
  • Knowledge of complex accounting principles and strong understanding of cash-basis and accrual accounting practices.
  • Ability to follow and interpret laws and regulations, executive orders, OMB 2 CFR 200 Uniform Guidance) and other regulations as it relates to the administration of federal grants. Knowledge of federal cost principles and awareness of expenditures and changes requiring prior approval. Ability to educate others about how this information impacts grant implementation. Ability to interpret state statutes and other regulations as it relates to administering grants through the Wisconsin Technical College system.
  • Ability to create large multi-million-dollar budgets using spreadsheets and file such information through on-line submission systems.
  • Ability to analyze problems, identify alternative solutions, project impacts of proposed actions and implement recommendations in support of goals.
  • Understanding of the College's indirect rate and how to apply it to a grant budget. Knowledge of College systems and procedures so as to complete a budget which will be compatible with institutional policy.

Qualifications:

Bachelor's degree in Accounting related field

*Experience used as an equivalent of an educational requirement is in addition to any experience required by the position.

Three (3) years of applicable work experience.
