Job Description Summary
DEFINITION
Under the general direction of an assigned Cabinet level administrator, the Director of Institutional Grants will provide leadership in the development, implementation and management of institutional grants and grant activities. The Director works with college administrators, faculty, staff, and external agencies to coordinate and develop grant proposals, oversees the successful implementation of grant-funded projects, independently performs professional work involving judgment in the interpretation and application of policy and procedures, and has a high frequency of responsible contact with faculty, administrative and professional staff, students, and public/private agencies requiring excellent communication skills. The Director plans, prepares, submits, and monitors external grant applications to appropriate agencies as necessary to reinforce the ongoing success of the district, supervises clerical and other support personnel in the monitoring and implementation of grant activities, and performs other related administrative duties as required.

DISTINGUISHING CHARACTERISTICS
Incumbents perform their duties with a combination of strong organizational and management abilities; excellent verbal and written communication skills with experience in business writing, preparation of grant proposals, and grant or project management; excellent detail-oriented skills; ability to implement, organize, and prioritize multiple project deadlines; and, ability to work independently and oversee staff.

The incumbent in this position supports institutional effectiveness by authoring and facilitating grant proposals related to the mission and institutional goals of the district, leading to student success.

Essential Functions & Qualifications
ESSENTIAL FUNCTIONS
  • Oversee the District's grant programs and activities;
  • Identify and prioritize the institutional need for grant funding consistent with the mission, goals, and priorities of the District;
  • Develop, implement, evaluate and oversee a district-wide plan for the submission and monitoring of grants;
  • Create and implement systems and procedures related to the development, communication, and administration of grants;
  • Communicate with employees regarding project/grant needs and potential resources;
  • Support faculty and staff with developing grant concepts into completed projects;
  • Orient employees regarding project/grant evaluation and reporting standards;
  • Write and edit grant proposals, and supervise the development and submission process for grant proposals;
  • Maintain files, records, and database of all grant proposals and activities;
  • Develop and track goals, objectives, and measurements to achieve required grant benchmarks;
  • Oversee the preparation of compliance reports, final claim and program reports for submission to funding agency;
  • Provide management assistance for faculty and staff assigned as Project Directors/ Principal Investigators (PIs) of grant funded programs;
  • Supervise Grant Coordinators and assigned staff;
  • Maintain official project/grant files including award document/contract, all financial expenditure documents, Board approval, personnel documents, reports, and claims;
  • Prepares and delivers presentations to the district Board of Trustees, college committees, and the community on the status/success of funded projects and future funding needs;
  • Monitor master calendar of all grant activities and report dates to comply with all required grant documentation and guidelines;
  • Develop contracts and subcontracts with individuals or organizations related to all grant activities;
  • Represent the District in partnership collaboratives in community, governmental, and professional organizations as appropriate and/or as assigned;
  • Promote the District by identifying opportunities and nominating the District for recognition and/or awards as appropriate and/or as assigned;
  • Comply with District policies and procedures and federal and state regulations governing grant funded projects;
  • Support the District's vision, mission, values, goals, program development, and student learning/administrative outcomes;
  • Work collaboratively with the Cuesta College Foundation, in support of its goals;
  • Monitor federal and state legislation related to community colleges, higher education, or matters that could impact the District; and,
  • Perform other related duties as required.


QUALIFICATIONS
Education:
Required
  • Bachelor's degree.

Preferred
  • Master's degree.

Experience:
Required
  • Four (4) years direct experience in grant writing and/or grant management.

Preferred
  • Previous work with a community college or higher education system.

Knowledge of:
  • Grant monitoring and compliance procedures;
  • Supervisory/administrative principles and practices;
  • Current technologies, personal computer, and associated office software such as word processing, spreadsheet, presentation, and/or database software;
  • Correct usage of English, grammar, spelling, punctuation, and vocabulary; and,
  • District policies and procedures.


Ability to:
  • Establish and maintain, cooperative working relationships with those contacted in the performance of duties; and,
  • Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and of staff and students with physical and learning disabilities.

Physical ability to:
  • Read and comprehend printed matter and text and data on computer monitors;
  • Communicate intelligibly and effectively via speech, telephone, written correspondence, and/or email;
  • Sit or stand for extended periods of time;
  • Lift and/or carry 25 pounds; and
  • Exert manual dexterity sufficient for keyboard and other office equipment operation.

License and Certificates (current within the last year):
Required
  • Valid driver's license and eligible to obtain California driver's license upon hire.

SALARY SCHEDULE
Below is the full salary schedule range for this position, steps A through E. Per our bargaining agreement, we can only place new employees at Steps A through C, which is the anticipated hiring range also listed below.   • Salary Schedule Range: $7,788 - $9,466 per month.
  • Anticipated Hiring Range: $7,788 - $8,586 per month.
