Under general direction, plans, directs, organizes, oversees, coordinates, reviews, and personally performs challenging and complex professional work related to the activities of the Grants Office, including researching, identifying, securing, and maintaining grant funding from State and federal agencies, and various corporations and foundations to support District programs and services; manages the effective use of District and division resources to improve organizational productivity and customer service; provides highly complex and responsible support to the District in areas of expertise; maintains continuous coordination and collaboration with key leaders and stakeholders to understand the missions, goals, direction, and political state of the College and its community to ensure that various acquired funding sources such as grants and categoricals respond to the direct needs of the District.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from an assigned administrator. Coordinates and collaborates with resources from the District in achieving the goals of the Grants Office and the goals of the District.
  1. Plans, directs, and oversees the daily functions, operations, and activities of the Grants Office, including researching, identifying, securing, and maintaining grant funding from various sources, including federal, state, and local agencies, private and corporate funding organizations, and other external philanthropic agencies.
  2. Identify, track, and deliver to outcomes set for each grant, goal, and activity.
  3. Maintains continuous coordination and collaboration with key leaders and stakeholders to understand the mission, goals, direction, and political state of the College and its community to ensure that various acquired funding sources such as grants and categoricals respond to the direct needs of the District.
  4. Participates in the development and implementation of goals, objectives, policies, and priorities for the Office; recommends within office policy, appropriate service and resources; recommends and administers policies and procedures.
  5. Directs the development, administration, and oversight of the Office's budget.
  6. Facilitates that strategic review and alignment of all District grants, categoricals, and special projects.
  7. Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to the Superintendent/President. 8. Supervises, assigns, trains, and evaluates the performance of assigned classified staff.
  1. Participates in the selection of, training, motivating and evaluating assigned personnel; works with employees on performance issues.
  2. Researches and identifies appropriate funding opportunities to support District initiatives, goals, programs, and services.
  3. Leads College Advancement. Ensures that the initiatives, activities, grants, and projects undertaken advance the District in terms of its partnership with the community, its mission to help the students succeed, and in promoting economic development for our service area.
  4. Obtains information regarding grants, programs, and funding opportunities and disseminates this information to faculty, staff, and managers through committee meetings, one-on-one meetings, presentations to faculty groups and departments; provides timely advice on funding opportunities, requirements and procedures. 13. Establishes and maintains contacts with funding agency personnel and potential grant partners.
  1. Participates in informational meetings conducted by various funding agencies to maintain ongoing knowledge of funding priorities and criteria.
  2. Facilitates planning meetings to identify and prioritize project needs, link project concepts with funding agency requirements, develop measurable outcomes, prepare budget plans in collaboration with fiscal services, and coordinate grant preparation assignments for comprehensive campus-wide grants.
  3. Provides consultation, technical assistance, and guidance to District leaders during grant development, implementation, and closeout processes.
  4. Develops grant proposals, plans for categorical programs, completes forms for special projects that meet funding agency requirements and priorities, including writing the grant narrative and completing all required forms and documents. 18. Develops line-item budget requests and narrative justifications for grant applications, categorical programs, and special projects.
  1. Submits all assigned grant applications in accordance with grant requirements.
  2. Reviews and submits all assigned categorical program documentation in accordance with the program requirements.
  3. Submits all documentation for special projects in accordance with the funding requirements.
  4. Maintains current eligibility status with funding agencies through periodic updating of online systems and applications.
  5. Prepares agenda items for the Board of Trustees such as acceptance of funds, approval of activities, and evaluation reports.
  6. Maintains official files for audit purposes, both during the active project period and for five years after close-out.
  7. Negotiates the terms of grants/contracts with funding agencies; provides assistance in resolving issues and conflicts such as clarifying allowable activities and expenditures, changing project personnel, etc.
  8. Assists faculty and project directors in the development and submission of grant/contract modifications such as changing scope of work, requesting no-cost extensions, etc.
  9. Provides individual orientation sessions for new project directors and personnel to provide information on implementation, grant management, time and effort reporting, and other funding agency and institutional compliance policies and procedures.
  10. Provides technical assistance and guidance to faculty, staff, and managers on the implementation, management, and closeout processes of existing grants, categoricals, and special projects including participation in advisory committee meetings and/or one-on-one consultations.
  11. Prepares and processes subcontracts for partners participating in the -project.
  12. Serves as the District liaison between outside funding agencies, subcontractors, other educational institutions, and community groups.
  13. Reviews and approves revenues and expenditures and project status to ensure proper and compliant expenditures of grant, categorical, and special projects funds.
  14. Assists with completing and filing periodical and final claims and reports as required by each funding agency.
  15. Assists Fiscal Services with audit activities related to the funding source.
  16. Prepares annual report on grants, categoricals, and special projects and their respective outcomes.
  17. Develops and reviews staff reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.
  18. Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to assigned programs, policies, and procedures, as appropriate.
  19. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of grant funding; researches emerging products and enhancements and their applicability to District needs.
  20. Monitors changes in regulations and technology that may affect assigned functions and operations; implements policy and procedural changes after approval.
  21. Learns and applies emerging technologies and, as necessary, to perform duties in an efficient, organized, and timely manner.
  22. Performs other related duties as assigned.

QUALIFICATIONS

Knowledge of:


  • Administrative principles and practices, including goal setting, program development, implementation, and evaluation, and project management.
  • Principles and practices of public agency grant funding, including techniques and methods of researching grant opportunities, identifying State, Federal, private, and corporate grant funding organizations, and securing and maintaining funding from external agencies.
  • Principles and practices of efficient and compliant grant administration.
  • Basic principles and practices of public agency budget development and administration and sound financial management policies and procedures.
  • Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
  • Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • Organization and management practices as applied to the development, analysis, and evaluation of programs and operational needs of the assigned functions.

  • Principles and procedures of record-keeping and writing comprehensive narrative and statistical reports.
  • Modern office practices, methods, and computer equipment and applications related to the work.

Education and Experience Requirements:



Education:



Bachelor's degree from an accredited college or university with major coursework in English, writing, education, educational leadership, business or public administration, or a related field. Master's degree preferred.

Experience:

Four (4) years of management and/or administrative experience in developing, implementing and managing comprehensive grants programs, including the requirement of high levels of writing and two (2) years of lead/supervisory experience.



Licenses/Certification:



A valid Class C California Driver's License.
