Long Beach Community College is seeking a qualified individual for a current opportunity as Director, Grants. Under the direction of the Dean of Institutional Effectiveness, and in collaboration with District Vice Presidents, the Director of Grants identifies and prioritizes institutional need and plans, organizes, and develops competitive proposals for District-wide grants and other grant development activities. The Director seeks out potential funding sources and coordinates collaborative planning for institutional grant and resource opportunities that align with institutional priorities and initiatives. The Director works within the Office of Institutional Effectiveness (IE), and collaborates closely with subject matter and content area experts found in the faculty, classified professionals, and administrators across campus. The Director is responsible for ensuring the development, writing, submission, and initial award management of institutional grant-funded programs. Duties

GENERAL PURPOSE

Under the direction of the Dean of Institutional Effectiveness, the Director of Grants plans, organizes, develops, administers and monitors District-wide grants and other grant development activities.

DISTINGUISHING CHARACTERISTICS
This single-incumbent class reports directly to the Dean of Institutional Effectiveness and provides director level support to enhance the District's overall grant programming. The Director of Grants serves as the primary representative for the District in facilitating grant and resource development activities across the institution to match program needs defined in institutional and annual program plans, as well as key District initiatives.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

1. Provides leadership for, and coordinates with all District personnel, to identify program needs in alignment with institutional and annual planning. Conducts research of potential federal, state, private and non-profit funding sources to evaluate feasibility and fit with District needs.

2. Ensures the synthesis of key information from Requests for Applications (RFA) and/or other funding, award, and competitive application opportunities for District leadership to effectively evaluate priorities and understand necessary commitments required of the District in accordance with the funder's expectations. Provides District personnel with supportive grant-related documentation including RFA summaries and grant outline templates.

3. Develops, writes, and submits grant proposals and application forms, in accordance with Requests for Applications and/or funding and award opportunities and in collaboration with the District's content experts. Creates accurate, compliant budgets for grant proposals and ensures that proposed activities are allowable within District policies and procedures, as well as compliant with state and federal regulations. Establishes grant development timelines and coordinate with District personnel for timely development of project designs and relevant budgets.

4. Provides technical and resource assistance to District faculty, staff, management, and/or administrators on grant development activities. Provides information about proposal development strategies, policies, and procedures related to grants.

5. Serves as primary District liaison with public funding agencies and promotes the District's interests with those agencies

6. Maintains collaborative relationships with internal departments relevant to grant development and implementation including departments of Fiscal, Contracts, Facilities, and Human Resources to ensure internal review processes are followed and completed in a timely manner. Maintains collaborative relationship with LBCC Foundation to facilitate maximal funding opportunities.

7. Provides administrative leadership of institutional grants by communicating compliance requirements for grant terms and conditions. Provides leadership for the planning and prioritization of projects and resource needs.

8. Assists and orients assigned project directors on grant terms and conditions; advises on grants management best practices and methods for ensuring compliance. Administers and supervises the College grants activity and data and provides timely and accurate reports to the institution as appropriate.

9. Serves on District committees; liaises with the Academic Senate on grants-related matters; conducts training workshops for faculty and staff on project development and grant research databases; maintains and updates the District's grants development and submission process and guidelines.

10. Supervises staff to ensure a high performance, customer service-oriented work environment which supports resource development for achieving College planning priorities and initiatives. Evaluates the performance of assigned staff as necessary; establishes performance requirements and personal development targets.

Qualifications

MINIMUM QUALIFICATIONS FOR THIS POSITION:

Education, Training and Experience:

Bachelor's degree in education, behavioral or social sciences, business, or a closely related field of study and six (6) years of progressive experience in institutional development and/or administration of grants in an education environment, which two (2) of those years serving in a supervisory or management capacity; or an equivalent combination of training and experience. Master's degree is highly desired.

Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.

Meeting the minimum requirements of the position does not guarantee advancement in the selection process. Candidate qualifications will be assessed to determine those who meet and exceed requirements, and are deemed most competitive amongst the applicant pool to proceed.
