DESCRIPTION

Mendocino-Lake Community College District is currently accepting applications for a Budgets and Grants Technician.

This is a full-time, Classified position. We are seeking an equity-minded person who is committed to supporting our diverse student population and the District Mission. This full-time, 12 month per year position, performs governmental accounting and budget monitoring for District and special funded programs consistent with audit requirements; resolves discrepancies; assists with related budgetary records and reports and the annual District audit; provides technical support and training for the District accounting system.

SALARY AND BENEFITS

Salary Range (27): The monthly salary range is $4,049 - $5,064. There are five annual step movements; initial placement will be at step 1, unless approved by the Superintendent/President. Please see the current salary schedule at: https://www.mendocino.edu/college/employment/salary-schedule

Benefits: With no monthly premium contribution from the employee, we offer a comprehensive benefits package that includes family medical, dental, vision, EAP benefits and employee life insurance. Additional voluntary life insurance is available for employee purchase. Benefits are effective the first of the month following hire date.

Holidays and Paid Time Off: The successful candidate will earn twelve (12) days of vacation and twelve (12) days of sick leave per year. Vacation leave increases with the length of service. There are nineteen (19) paid holidays annually.

Retirement: This position is eligible for CalPERS Retirement.

REPRESENTATIVE DUTIES

The successful candidate will support institutional success by executing the following duties:

Assists in the development and implementation of annual budgets for District and special funded programs to ensure compliance with generally accepted governmental accounting principles and auditing procedures.

Assists with fiscal year-end closing entries for special funded programs to facilitate a clean audit.

Interprets regulations and governmental accounting policies and procedures from local, state, and federal agencies.

Interfaces with the Computing Services Department to insure the timely production and modification of various reports required for federal and state reporting.

Audits and monitors budget accounts; notifies department manager or staff of significant variances and recommends methods of limiting expenditures or transferring funds between accounts; posts budget and expense transfers.

Utilizes specialized governmental financial accounting computer software to prepare comparative reports, access District and external host computer/network databases, enter and extract information, and send/receive electronic mail for federal and state reporting.

Writes instructions and procedures for implementing and maintaining the District's accounting system; conducts on-going training for employees.

Analyzes data; prepares monthly, quarterly, and final State Franchise Tax Board reports; calculates and prepares periodic reports related to multi-funded timesheets to comply with federal and state requirements.

Answers questions regarding financial and governmental accounting procedures and related matters.

Operates a variety of office equipment including a computer and related software, typewriter, calculator, copier and others as applicable

Attends meeting and workshops as needed; performs other related duties as assigned.

WORKING CONDITIONS:

Office environment; subject to interruptions and distractions.
Physical demands include sitting, standing, reaching, bending, walking, and light lifting.

QUALIFICATIONS

MINIMUM QUALIFICATIONS
Associates of Arts/Science Degree

PREFERRED QUALIFICATIONS
Bachelor of Arts/Science Degree

KNOWLEDGE OF

  • Principles, practices, terminology, and organizational structure used in accounting,

auditing, and financial work pertaining to governmental or educational accounting
  • Laws, regulations and policies governing the fiscal requirements of community college districts
  • Principles of federal, state and local categorical/restricted programs
  • Budget and financial analysis techniques
  • Computer information systems concepts, operations, capabilities and application in governmental accounting, budget development, financial management, District-wide information research
  • Modern office practices, procedures, and equipment
  • Interpersonal skills using tact, patience, and courtesy

CONDITIONS OF EMPLOYMENT (Prior to beginning employment)
