Departmental Overview

The Assistant Vice Chancellor (AVC) for the Office of Research Administration and Compliance (RAC) is responsible for management of two distinct core functions of central campus services: the research contract and grant administration that is performed through the Sponsored Projects Office (SPO) and the research compliance programs administered through the Office for Protection of Human Subjects (OPHS), the Animal Care and Use Committee (ACUC), the Conflict of Interest Committee (COI), the Export Control office, the Responsible Conduct of Research program, and the RAC Information Technology (RAC IT) unit. The Assistant Vice Chancellor of RAC is responsible for leading all RAC operations, which includes a budget of approximately $7.2 million and a staff of 44 FTE and additional part-time and student workers. The AVC is responsible, through six direct reports, for the management and staffing issues relating to the recruitment, selection, retention, and development of RAC staff.

The AVC RAC advises and provides guidance to the Vice Chancellor of Research, other senior campus managers, and committees of the Academic Senate on federal and state research regulations and University research policy, such as federal contracting requirements, human and animal subject regulation, state and federal COI requirements, and export control regulation. Erroneous decisions could result in significant civil penalties and fines, reimbursement of research funding, reputational risk, and suspension of federal research funding. The AVC is responsible for developing and implementing research policies and processes to improve efficiencies in managing pre-award and non-financial post-award functions for Berkeley's $750+ million research portfolio. The position is responsible for providing vision, strategic planning, and implementation for enterprise-level online research administration, compliance, and tracking systems. The AVC RAC directs communication efforts to inform the campus research community of new funding opportunities, regulatory developments, and changes in governmental research policies.

The AVC represents the campus in systemwide Research Compliance Advisory Committee and Contract and Grant Officers meetings and in national organizations such as the Council on Governmental Relations, Society of Research Administrators International, and the National Conference of University Research Administrators. Represents the UC system on the National Academies of Sciences International Research Collaborations Workgroup. The AVC RAC also has a dotted line reporting relationship to the Associate Chancellor & Chief Ethics, Compliance, and Risk Officer (CERCO) in the Chancellor's Office.

SPO is responsible for all aspects of pre-award and non-financial postaward contract and grant administration. The SPO staff work closely with Berkeley faculty to submit over 3,500 proposals, resulting in over 1,800 awards that total over $750 million a year on average and account for approximately one-third of Berkeley's annual operating budget. These awards come from federal and state agencies, local and foreign governments, foundations, and other outside organizations. SPO works to ensure that U.C. Berkeley is fully compliant with sponsor terms and conditions, University policies, and federal regulations and requirements. Specifically, the Sponsored Projects Office is responsible for endorsing and authorizing proposals to, and interpreting, negotiating, and accepting contracts and grants from, federal and state agencies, foundations, and other public and private sources. SPO initiates the set-up of sponsored project accounts, and prepares, issues and negotiates subawards for collaborative research.

Responsibilities
  • Oversees central campus research administration and compliance units impacting a significant proportion of campus faculty and staff.
  • Makes long-term strategic decisions concerning research policy, research administration operations, and enterprise-level information systems that reflect upon the campus as a whole, and may be emulated at other UC campuses.
  • Determines organizational structures of assigned research administration and research compliance units and allocation of subordinate management responsibilities.
  • Negotiates and directs agreements with other institutions, federal, state, local and foreign governmental entities, and charitable foundations, and contracts for other sponsored projects in support of outreach and public service missions.
  • Directs and controls the activities of a broad organizational department through several subordinate managers, having overall responsibility for research administration, research compliance, and information technology functional programs.
  • Ensures the overall monitoring and success of assigned functions and for integrating these activities with those of other major organizational segments.
  • Plans, designs and implements central campus programs and establishes direction, policies and procedures for integration with departmental research administration units.
  • Interacts with senior management on controversial situations, regulatory enforcement negotiations, or influencing and persuading other senior level managers.

Required Qualifications
  • Broad knowledge of and expertise in leading the administration, compliance, contracting, finance/accounting, and/or other related support services for research within a complex research organization.
  • Commitment to advancing and supporting a world class research enterprise.
  • Broad knowledge and understanding of issues, regulations, and emerging trends related to research administration and compliance.
  • Demonstrated ability and analytical skills to resolve issues raised in research related enforcement inspections and/or governmental audits.
  • Sophisticated strategic leadership skills to develop, implement, and measure strategies and programs; and expert skills in organizational management, systems planning, project management, and change management.
  • Ability to establish mission and goals for the responsible areas at a macro-level; to lead subordinate management to develop goals in alignment with mission, and to motivate and influence others to achieve. Ability to establish and sustain metrics to measure effectiveness of contributions and efficient operations of the departments.
  • Strong management skills to oversee the departments through resource management. Demonstrated skills in supervision and ability to effectively coach, mentor, assess, and motivate professional staff.
  • Ability to navigate within a complex, decentralized, and large institution.
  • Expert skills to navigate ambiguity and to work collaboratively and act persuasively in sensitive situations; skills in conflict management and political acumen.
  • Strong negotiation skills and ability to collaborate with external (national and international) entities for research matters.
  • Strong service orientation and diplomacy skills to represent research functions and work effectively with a variety of stakeholders across the campus in all areas and levels, including investigators, researchers, administrators and campus leadership.

Preferred Qualifications
  • Deep understanding of federal and state contracting requirements; demonstrated experience in leading or managing complex negotiations with extramural sponsors, international research institutions, and foreign governmental agencies.
  • Deep expertise in compliance management, requirements, norms and current issues relating to research.
  • Expertise and understanding of research and compliance regarding international research.
  • Experience and knowledge of entrepreneurship and trends as it relates to research administration and compliance.
  • Understanding of issues and complexities of working in a large public university setting.
  • Knowledge of the research life cycle and faculty needs in a university setting.
  • JD and/or other applicable advanced degree(s).
