DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES:

Performs a variety of highly technical and analytical fiscal functions in support of the district's administrative grants and contractual services; assists and facilitates the District's grant planning and management process; provides specialized functions in the analysis, tracking, processing, and reporting of financial and budgetary transactions requiring a thorough knowledge of district accounting and grant reporting policies, procedures, and requirements. Employees in this classification receive limited supervision within a broad framework of policies and procedures, and may supervise support staff. This job class is designated as supervisory, overtime-exempt, and requires effective organizational, problem-solving and decision-making skills.

CLASSIFICATION: Range 20 on the Administrative Confidential Salary Schedule, 40 hours per week, 12 months per year. Work assignment hours are 8:00 a.m. - 5:00p.m., Monday through Friday.

SUPERVISOR: Vice President or Designee.

This is a Classified Administrator position with a default CALPERS retirement.

Typical Duties, Knowledge and Ability

TYPICAL DUTIESEssential Functions:
  • Reviews, analyzes, and evaluates financial aspects of contractual and grant projects, accounts, and/or transactions related to fiscal planning, monitoring and reporting.
  • Prepares and monitors grant and contractual budgets in accordance with appropriate funding guidelines, laws, and District policies.
  • Compares actual figures/expenditures to program commitments and timelines, projects present and future costs of program changes or modifications, and develops periodic cost analyses as required.
  • Coordinates, monitors and schedules projects according to established timelines; follows up accordingly.
  • Calculates and costs out financial proposals, grants, and contracts to determine fiscal impact.
  • Monitors, maintains and controls the financial aspects of assigned federal, state, and local grants and programs.
  • Monitors and researches expenditures and statistics for assigned grant projects.
  • Compiles statistics and tracks expenditures to complete and file reports and billings to appropriate agencies.
  • Coordinates the preparation of financial statements and reports regarding assigned projects/ programs.
  • Ensures coordination between budgeting systems and grant management systems.
  • Initiates computerized listings of District and grant funded personnel for use by Human Resources, Payroll and Instruction Offices.
  • Performs special assignments and analysis as requested by the Vice President or designee.
  • Analyzes, prepares, and reviews data for financial reports; analyzes monthly general ledgers; prepares journal entries for District; prepares, reviews, and posts journal entries; performs technical accounting functions to close books at the District's fiscal year end.
  • Assists in developing and implementing controls for fiscal accountability; assists administrators and other District personnel with grant and contract budget development, monitoring, and reporting.
  • Serves as a resource assigned personnel and District employees to provide information or research and resolve problems related to grant or contractual fiscal planning and commitments.
  • Reviews and approves District restricted grant and contractual budget transfers, ensuring proper account coding and verifying availability of funds; sets up new accounts following the Budget and Accounting Manual guidance.
  • Trains, supervises, and formally evaluates support staff as assigned.
  • Attends a variety of meetings and conferences.
  • Performs other related duties similar to the above in scope and function as required.

EMPLOYMENT STANDARDSKnowledge of:
  • Principles, practices, terminology, and organizational structures used in accounting, auditing, and financial work, including governmental and community college fiscal procedures.
  • Budget planning, management and grant monitoring and reporting practices.
  • Basic statistical and financial analysis methods and procedures.
  • Financial record keeping, and governmental accounting procedures and practices including knowledge of federal OMB regulations, California Community Colleges budget and accounting manual and appropriate California codes and regulations, particularly for restricted funds.
  • Principles of effective staff management and leadership.
  • Analytical methods and effective interpersonal skills.
  • Computerized systems and software, with strong preference for Colleague and MS Excel.

Ability to:
  • Learn a variety of regulations pertaining to administration of projects and grants.
  • Analyze situations accurately; make independent decisions.
  • Gather statistical data, conduct research, and prepare analytical reports.
  • Develop, implement, supervise, and revise work and task schedules to consistently meet established and evolving timelines.
  • Operate standard office equipment and computers and learn and use software applications such as Microsoft Office programs, Excel, Colleague, Grant Navigator, and other programs.
  • Communicate effectively in both oral and written forms.
  • Accurately work with arithmetical calculations and projected fiscal scenarios.
  • Interpret and apply district policies and procedures to practical situations effectively.
  • Establish, organize, and maintain confidential files, records, and information.
  • Provide guidance and direction on a wide variety of financial and accounting related policy and legal compliance matters.
  • Establish and maintain cooperative and effective working relationships with others, including those from diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds.


Experience/Education

QUALIFICATIONSEducation and Education Required:
  • Progressively responsible experience in budgeting, financial management, and/or general statistical/analytical work.
  • Supervisory experience preferred.
  • Associate's degree in Business Administration, Accounting, or related field, plus two years of related experience, OR an equivalent combination of education, training and experience.

New Administrative Appointments will be placed at the step 1 on the Administrative Salary Schedule and will graduate to the next step on July 1st of the following year if they have rendered 6 months of satisfactory service, with subsequent steps annually thereafter to a maximum fifth step.

Salary placement would only be negotiable if the candidate held the same position with another community college and step 2 or 3 would be the maximum considered depending on the number of years of service.
