Dept Marketing Statement
The Office of Sponsored Projects (OSP) is responsible for soliciting and accepting contracts and grants for research and other sponsored projects on behalf of The Regents of The University of California. OSP works with campus researchers and faculty to prepare budgets, insure compliance with UC Policy and sponsor guidelines, and signs off on the final submission. At award stage OSP reviews terms and conditions to ensure they comply with UC Policy, negotiates with the sponsor when needed, and accepts on behalf of The Regents of the University of California. OSP is under the Office of Research whose mission statement is, "UC Santa Cruz Office of Research supports, fosters, and champions world-class research and academic excellence."

Job Overview

Under general supervision, the incumbent will provide administrative and analytical support to assure campus sponsored projects administration related to proposals and compliance with regulatory requirements are met in accordance with University and federal, state, and private sponsor guidelines. Incumbent will have delegated authority to sign off on proposals. Incumbent will assist with proposal preparation, including budget preparation and documentation. Conduct comprehensive and in-depth analysis of incoming proposals to determine the extent of campus resource commitments, completeness of proposal and budget, and conformity of proposal to University and sponsor regulations, policies, and requirements. Incumbent will inquire to funding agencies and determine program guidelines, policies, and eligibility requirements, and communicate to campus personnel. Advise and assist faculty, administration and staff on the interpretation of these policies and procedures pertaining to the solicitation of new extramural support for research, training, and public service projects from federal, state, and private sources of funding. Incumbent will coordinate processing of completed proposal through University approval cycle to obtain academic and administrative approval from appropriate campus offices and senior management, and subsequent transmittal to agency.

Salary Information: Salary Range: $29.21 - $32.08/hour. Salary commensurate with qualifications and experience.

Job Duties
30% - Develop professional relationships with sponsor representatives. Review, analyze, and interpret sponsor and University documents, policies, procedures, and correspondence. Perform financial analysis and budgeting in regards to sponsored projects.  Provide advice and counsel regarding sponsored projects as it relates to proposal preparation to department administrators and Principal Investigators (PI).

25% - Conduct comprehensive and in-depth analysis of incoming proposals to determine the extent of campus resource commitments, completeness of proposal and budget, and conformity of proposal to University and sponsor regulations, policies, and requirements.

25% - Coordinate processing of completed proposal through University approval cycle to obtain academic and administrative approval from appropriate campus offices and senior management, and subsequent transmittal to agency.  Includes budget preparation and documentation.

20% - Ensure internal database records are correct and complete, participate in updating and maintaining process improvements, special projects as assigned by supervisor.

Required Qualifications
  • Bachelor's degree in related area and / or equivalent experience / training.
  • Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.
  • Experience in proposal preparation, including budget and documentation preparation.
  • Ability to perform moderately complex financial analysis.
  • Demonstrated competence in the use of spreadsheets and budget analysis.
  • Excellent customer service skills.
  • Proficiency with computers, databases, software programs and operating systems.
  • Demonstrated knowledge of federal, state, and nonprofit grantors' policies and procedures related to sponsored projects, including but not limited to accounting, purchasing, personnel, and compliance areas.
  • Knowledge of Federal Cost Principles such as those described in Office of Management and Budget's Uniform Guidance, and Federal Demonstration Project terms and conditions.
  • Attend to detail with a high degree of accuracy.
  • Ability to communicate issues clearly, both orally and in writing, to a wide variety of individuals, including faculty, staff and students.
  • Ability to analyze problems and situations in a multifaceted way; develop and participate in implementing innovative solutions.
  • Ability to work independently and use sound judgment when referring issues to higher organizational levels for review and consideration.
  • Excellent collaboration skills, with the ability to effectively communicate with colleagues as part of a team.
  • Effective organizational skills with the ability to effectively prioritize a high volume of work and meet competing deadlines.
  • Ability to maintain confidentiality.
  • Ability to apply pertinent University policies when preparing budgets and reviewing proposals.
