Job Description:

Madison College in Madison, Wisconsin, invites applicants to apply for the open position of Grants Director. This position serves as the budget manager for the National Science Foundation CREATE grant projects, totaling $2.4 Million in funding to provide training and leadership to inform technician training in the field of renewable energy. The Grants Director ensures funds are allowable, allocable, and reasonable and monitors spending of the sub-award recipients.

We are seeking applicants who can work with stakeholders across the College to oversee the development and submission of 40-50 grant proposals per year to a variety of federal, state and private foundations.
  • Ensure grants are developed in alignment with college hiring practices, facility needs, financial management, and generally accepted accounting principles.
  • Oversee grant activities, including pre-award assessments, awards, implementation, subrecipient monitoring and evaluation, and final disposition and close-outs.
  • Oversee grant implementation activities on behalf of the college to mitigate risk and ensure overall compliance with funder guidelines and college processes.
  • Oversee overall policies, practices and procedures related to all aspects of subrecipient monitoring and awards management.
  • Facilitate award management by proposing and implementing financial and administrative control systems and tools.

The position directly supervises full and part-time employees who develop grants and post-award implementation for 60 + grant projects and approximately $20 Million in grant funding.

Duties/Responsibilities:
  • Manages the life cycle of grant processes, including support of proposal development by Grants Office staff and other staff and faculty, reporting and compliance management, and preparing close-out paperwork.
  • Serves as Budget Manager for select federal grants, including the $1.6 million CREATE Center grant
  • Lead and manage change within a large educational institution, utilizing strategic plans, analytical skills, research and writing techniques and strong oral communication skills.
  • Cultivates a collegial and team-oriented working environment, ensuring collaborative relationships, open lines of communication, and an environment of the highest integrity.
  • Oversee the strategic vision of grant development for Madison College, ensuring the Grants Office is familiar with the strategic priorities of various schools and units to maximize the opportunity to secure grant funding
  • Ensures program compliance by directing and coordinating evaluation and monitoring of grant funded programs or writing specifications for evaluation or monitoring of program by outside parties. Ensure compliance with Federal, State, and Local laws, grant guidelines, uniform guidance, codes, and/or standards. Serve as the district expert on grant compliance and interpretation of OMB Circulars and all applicable regulations, policies and procedures. Interpret applicable regulations and translate into operational policies as required.
  • Ensures the productivity and effective coordination of all grant activities and staff through maximum use of human and financial resources.
  • Advance issues of equity and inclusion through integration of these concepts into professional development opportunities for staff and the review of existing and creation of new policies, procedures, and practices

Knowledge, Skills & Abilities:
  • Skill in communicating information, data, and opinions to inform, influence and/or persuade a wide variety of individuals and audiences effectively and professionally, both orally and in writing.
  • Demonstrated skill in communications and human relations with populations of diverse socioeconomic and cultural backgrounds and persons with disabilities with the ability to lead and empower cross-functional teams in a collaborative culture, as well as supervise personnel in a team-based and high performing environment.
  • Knowledge of the entire grant life cycle including pre-award assessments and development, awards, implementation, sub recipient monitoring and evaluation and closeout. Grant program and policy development including grant writing, contract administration, policy monitoring and adhering to related laws and regulations.
  • Utilize compression planning or other meeting facilitation tools to engage a variety of stakeholders from different disciplines and areas to identify common goals, strategies and plans for implementation. Knowledge of academic leadership principles by employing strategic and long-term thinking generally acquired through significant managerial experience in institutional settings. Ability to be proactive in anticipating opportunities and challenges and devise and bring forth strategies to address them, including finding innovative solutions to complex problems.
  • Understand core concepts of accounting, budgeting and financial analysis to effectively implement fiduciary responsibilities with the ability to manage and administer program and grant budgets.
  • Research, analyze, and apply relevant information to the development of departmental processes and programs while also implementing the principles and techniques of continuous improvement.
  • -Advocate and promote the enhancement of diversity and inclusive work environment. Manage policies and programs relating to affirmative action and equal opportunity.


Minimum Qualifications:

Education Level: Master's Degree - M.A., M.S., or M. Ed

Work Experience: Five (5) years of progressively responsible professional experience to include:
  • Four (4) years of grant writing related experience, involving development and/or review as well as administration of grant proposals.
  • Three (3) years of program management, administrative or related leadership experience.
  • Two (2) years of supervisory experience in related areas.
